Do Dairy Digesters Actually Pencil, or Only the Ones Wired Into California's LCFS?

A dairy operator's banker calls a couple of times a year with the same question: does a dairy digester pencil? The honest answer starts by throwing the question out, because it treats the thing as an energy project. It isn't one. Manure biogas earns close to a fifth of every credit generated under California's Low Carbon Fuel Standard while moving barely one percent of the state's transportation fuel, according to CARB's quarterly data. That gap, between what a digester earns and what it actually fuels, is the whole business.
I've spent three decades on the deal side of waste and energy, and the pattern here is one I keep meeting: capable people underwriting a dairy digester as if the gas were the asset. The gas is the byproduct. What you're buying is a carbon-credit position with a small gas plant attached, and its value turns on policy, not on Btu. So before anyone opens a model, it's worth naming the beliefs that sink these deals. Five of them come up on almost every call, and each one is a place where the economics quietly break.
"A digester is how you deal with the manure"
Every dairy has a manure problem, so it's natural to file a digester under waste management. But if disposal drove these projects, the map would look completely different. EPA's AgSTAR program counts a little over 400 anaerobic digesters running on U.S. livestock farms, against more than eight thousand operations where the agency judges one technically feasible. Same manure, same lagoons, same nutrient-management headache across all of them. Only a few hundred pulled the trigger. The ones that did clustered where something paid real money for the methane the herd would otherwise have vented, and for most of the past decade that something was a single state's fuel standard.
Manure handling is the condition that lets you play, not the reason you win. You need cows and a lagoon to have a project at all, the way you need a landfill to have landfill gas; that's table stakes, not a business case. A dairy without a signed, long-dated manure supply underneath the digester is just capital parked in a field, which is the same lesson every waste developer eventually learns about feedstock. And the hardware stopped being the puzzle years ago. Plug-flow and covered-lagoon digesters, the solids separators, the membrane upgrading skid, all of it is near-catalog kit now; the waste-to-energy technology was never what made or broke a manure biogas project. The revenue did, and the revenue is carbon.
The co-benefits are genuine, and they still don't pay back the steel. A digester cuts odor, knocks down pathogens, and hands you a more uniform fiber and a nutrient stream that's easier to manage than raw slurry. Some dairies dry that fiber and sell it as bedding or soil amendment, shaving a real cost off the operation. But add every one of those lines together and you're looking at a rounding error against a build that runs into the millions. If odor control and bedding were the whole case, the payback would stretch past the useful life of the equipment, and every lender underwriting these knows it. The capital gets justified by the credit, or it doesn't get justified at all.
"The gas is the product"
The mental model has to flip. On a California dairy pathway, the pipeline gas is the least valuable thing the project makes. The kilowatt-hour is the byproduct; the gate fee and the carbon credit are the product. Sell the methane as ordinary commodity gas and you'd struggle to cover operating cost. Sell its carbon attributes and the picture changes completely.
The lever is carbon intensity. LCFS pays credits scaled to how far a fuel beats a diesel benchmark that ratchets down every year, and a dairy pathway scores a carbon intensity near -269 gCO2e/MJ against a diesel standard up near ninety, according to CARB's certified pathways and analysis by the Union of Concerned Scientists. It runs negative because the accounting hands the project credit for methane the cows would have released from an open lagoon. The more negative the score, the more credits per unit of gas (the credit count scales with the gap to the benchmark, so a very negative number compounds), which is how one MMBtu of dairy RNG can throw off several times the value of the energy inside it.
Then you stack the federal side. A cellulosic RIN under the Renewable Fuel Standard at 40 CFR Part 80, plus the clean-fuel production tax credit, sits on top of the state credit. Four revenue lines, and the molecule of gas is the smallest of them. That's why a serious developer chases the attribute and treats the therm as rounding. But understand what you've built once all four stack up: a revenue model where most of the dollars come from programs a legislature can change.
"You can finance a digester against its LCFS credits"
This is the belief that has quietly wrecked the most balance sheets, and it's the one I push back on hardest. A credit price isn't a contract. It's a market clearing against a policy target, and that market moved hard against digesters. Per CARB's own credit-transfer data, LCFS credits averaged roughly $200 a tonne in 2020, then slid for three straight years as renewable diesel poured into the program faster than the standard tightened; by May 2024 the price touched $41.50/tonne. A dairy project underwritten against the 2020 number lost something close to seventy percent of that revenue line by 2024, with the debt schedule completely unchanged.
The mechanism behind the fall matters, because it tells you the price can stay down. Credits pile up in a bank whenever the fuel pool decarbonizes faster than the annual target demands, and California's pool did exactly that as renewable diesel scaled. A bank that deep doesn't drain in a quarter, or a year. So a project counting on the price bouncing back is really betting that a regulator will tighten the standard fast enough to burn off years of accumulated surplus, on a timetable no one at the dairy has any say over. That's a strange thing to hand a lender as your primary revenue.
So what are you actually financing? If it's the credit, you're financing a policy you don't control, priced in a market you can't cleanly hedge. A project gets built on its contracts, not its technology, and a spot credit is the opposite of a contract. A lender who sizes debt against a floating attribute is really lending against a forecast, which is why the careful ones haircut it toward the price floor and size coverage off the gas alone. The operators who came through the slide of the early 2020s had done one of three things: signed a long-dated offtake that set a credit floor, sold attributes forward to a fuel major willing to carry the price risk, or simply refused to bank more than a conservative slice of the credit in the base case. The ones in trouble had penciled the peak into a twenty-year model and called it prudent. Engineering that risk out of the capital stack is the real job, closer to a waste-to-energy services engagement than a gas sale, and it's where most developers are thinnest.
"The avoided-methane math is settled"
The number that makes dairy RNG lucrative isn't a measurement. It's a counterfactual. That deeply negative carbon intensity assumes the manure would otherwise sit in an open anaerobic lagoon venting methane for years, and it credits the project for preventing emissions that, in the baseline, never had to occur. Move the baseline and the score moves with it. According to analysis by the Union of Concerned Scientists, drawing on CARB pathway data and a UC Davis economist's work, dairy carbon intensities run anywhere from about -103 to -790 depending on the digester, and stripping the avoided-methane credit out would leave the fuel near 36 gCO2e/MJ, an unremarkable number for a gas.
By one Union of Concerned Scientists estimate, around eighty-five percent of the credits a dairy digester earns reward methane it avoided, not fuel that displaced diesel.
And regulators read that as well as anyone. In November 2024, CARB re-approved the crediting but attached a clock: existing dairy pathways are supported out to 2040, new projects built before 2030 out to 2060, and a separate livestock-methane regulation was directed for later. Actually, "settled" is exactly the wrong word for any of it. The debate over whether a dairy should be paid for a lagoon it chose to keep, rather than required to cover, is an additionality argument that has not gone quiet. The most valuable line in your twenty-year model is a policy artifact its own regulator has already scheduled to revisit, in a program a court challenge or a future board could reshape. You can think the crediting is good climate policy or bad; that's a separate argument. As a financing input the point is narrow: you're underwriting a political decision and giving it a two-decade horizon.
"It pencils anywhere there are cows"
It doesn't. It pencils where two things line up at once: a market that pays real money for avoided methane, and a herd large enough to spread the capital. Take away either and the gas by itself won't carry the loan. That's the honest reading of the AgSTAR gap, roughly four hundred digesters built against more than eight thousand feasible sites, weighted heavily toward California dairies and, more and more, toward manifold clusters that pipe several dairies into one shared upgrading hub just to reach scale. Even the clusters hit a limit, because trucking slurry any real distance to a central hub eats the very scale advantage the cluster was built to capture. Below a couple thousand cows, a standalone pipeline project usually doesn't make economic sense, and no amount of enthusiasm for renewable energy from waste changes that arithmetic.
Where does that leave a smaller or more isolated dairy? Usually with on-site power instead of pipeline gas: a GE Jenbacher genset burning raw biogas to offset the farm's own electricity, and maybe a neighbor's, which skips the pipeline-injection cost (interconnects are their own capital line, and rarely cheap) but forfeits most of the credit value. That version can still work on the right site with a cheap tie-in. But it's a different project with a different buyer, and lumping both under "a dairy digester" is exactly how people talk themselves into the wrong model. The range of what actually gets financed across global waste-to-energy projects is enormous, and manure sits at the policy-dependent end of it.
So price the credit like the volatile, policy-bound asset it is: haircut it, contract a floor if a counterparty will give you one, and treat the gas as the modest hedge it really is. Do that and a dairy digester can be a genuinely good project, durable and worth building. Skip it and you've built a carbon-credit machine that only runs while the policy holds. Own that risk on purpose, or don't sign.
